Australian health and safety legislation requires employers to verify that their employees possess the necessary skills and qualifications for safe operation, rather than assuming competence.

Pinnacle Safety and Training’s Verification of Competency (VOC) assessment is designed to confirm that an operator’s skills align with the machinery and tasks they will be performing in the workplace. This assessment is commonly utilised for pre-employment checks and to meet project-specific requirements.

Our VOC assessments are conducted in accordance with Nationally Recognised Units of Competency, relevant Codes of Practice, Standards, Original Equipment Manufacturer’s (OEM) guidelines, WHS legislation, and your company’s procedures. These evaluations ensure that operators meet both industry and site-specific standards.

This VOC assessment is intended for individuals who hold a current WP High-Risk Work Licence (for boom-type EWPs over 11m) and need to have their competency verified to meet project or employer requirements.

LEARNING OUTCOMES

Students who complete this course will receive a Verification of Competency Certificate. This certificate is issued by Pinnacle Safety and Training (RTO 40496).

ASSESSMENT INFORMATION

Participants will be observed operating the EWP to demonstrate competency in pre-operational checks, hazard identification, risk control measures, safe operation, use of safety devices, emergency procedures, and shutdown and securing of the equipment.

Throughout the assessment, participants will be required to answer a series of verbal questions to assess their understanding of key theoretical concepts, including legislation and safety regulations, hazard and risk management, emergency protocols, and safe work practices relevant to EWP operation.

PREREQUISITES & ENTRY REQUIREMENTS

Prerequisite/s
Participants must hold either:

  • TLILIC0005 - Licence to Operate a Boom Type Elevating Work Platform (Boom Length 11 metres or more) or;
  • A current WP High-Risk Work Licence (for boom-type EWPs over 11m)

Identification Requirements
Evidence will need to be sighted by the assessor on the day of training. Please note that arriving without a photo ID that confirms your name and DOB will result in you being turned away from the course.

Age requirements
Participants must be at least 18 years of age. Due to course restrictions, enrolments will not be accepted from individuals under 18 years of age, even with parental or guardian consent. Refer to our FAQ for more information.

Language, Literacy and Numeracy skills (LLN)
Participants must have at least a Year 10 level of numeracy, literacy and communication skills and be able to read and write in English.

What is a Verification of Competency (VOC)?

A VOC is an assessment that confirms an individual’s ability to operate EWP boom over 11 metres safely and competently, based on their existing licence or prior training. It is often used by employers to meet WHS obligations.

Who can complete an EWP over 11 metre VOC?

This course is designed for workers who already hold a valid High Risk Work Licence (WP) and are required by their employer or site to verify their ongoing competency to operate an EWP over 11 metres.

What if I’ve never held a High Risk Work Licence or my licence has expired?

If you’ve never held a High Risk Work Licence (WP class) or your licence has expired, you’ll need to complete our Elevating Work Platform (EWP) Over 11m course. This nationally recognised training course provides the skills and knowledge required to safely operate a boom-type elevating work platform with a reach of over 11 metres and includes formal assessment for licensing purposes. A Verification of Competency (VOC) is not suitable in this case, as it is intended only for currently licensed and experienced operators.

Is the VOC the same as a training course or refresher?

No. A VOC is not a training course—it is an assessment-only process. It assumes the participant is already trained and experienced in operating the equipment. Those who need to learn or refresh their skills should undertake our Elevating Work Platform (EWP) Over 11m training instead.

How long does the VOC assessment take?

Typically, the VOC process takes 1–2 hours, depending on the participant’s experience.

What must I bring to my EWP over 11 metre VOC assessment?

You must bring evidence of your High Risk Work Licence (WP), photo ID, and wear appropriate PPE (e.g. enclosed safety boots and long pants). Pinnacle Safety and Training supplies all other required learning materials and safety equipment for this course.
